April 10, 1914.
Arrived Torreon last Monday. Everything is still chaotic. In several interviews with Commander in Chief he has promised to protect all foreign property with the exception of Spaniards towards whom and their interests he is absolutely uncompromising. States all Spaniards must leave sections of the Republic under his control. I made especial plea for the Durango Spaniards which was unheeded. A great many flagrant cases confiscation abandoned Spanish property already occurred in Torreon and vicinity.
