The Secretary of State to the Spanish Ambassador.

My Dear Mr. Ambassador: I beg to acknowledge the receipt of your note of April 9, in regard to the expulsion of Spanish subjects from Torreon, and in reply to inform you that the Department is in receipt of a telegram from its representative at El Paso, Texas, dated April 9, in which it is stated that General Venustiano Carranza undoubtedly gave to the press the statement attributed to him in yesterday’s newspapers to the effect that the property of Spaniards expelled from Torreon would not be confiscated.
