The Secretary of State to the Spanish Ambassador.

My Dear Mr. Ambassador: Referring to the Department’s note of yesterday regarding the expulsion of Spanish subjects from Torreon, Mexico, I beg to inform you that the Department is in receipt of a telegram from its representative at El Paso, Texas, stating [résumé of telegram from Special Agent Carothers, dated April 7, 1914].

Immediately upon receipt of the above message, the Department, late yesterday, despatched a telegram to its representative at El Paso, in which he was instructed [resume of telegram to Special Agent Carothers dated April 7, 1914].

The Department will be glad to keep you informed of whatever additional information is received from its representative in regard to this matter.
