Special Agent Carothers to the Secretary of State.

El Paso,
April 8, 1914.
Train bearing about 700 Spaniards arrived in Juarez this morning. Are all passing quarantine station now. No difficulties were encountered en route. All Government departments are facilitating their entrance to El Paso. Many of them will be in great need and some are almost destitute. What can I do to assist them? They all know me and look to me for assistance and advice.
