Inform Foreign Office that Department has done and is doing everything in its power to protect lives and property of Spanish subjects in Mexico, and that telegraphic instructions have been sent to Consuls at Hermosillo and Chihuahua regarding subject matter your January 3, directing them to extend all possible and proper protection to Spaniards.
