Your August 19. Bring to attention of General Carranza following language in quoted instructions from Señor Bonillas:
With the understanding that no payment made to officer of the Huerta Government since March 1st, 1913, is valid.
and state that the Department assumes that this apparent disregard of the right of American citizens and other foreigners, under the principles international law, to pay taxes to persons exercising de facto authority does not have General Carrana’s concurrence and that upon having the matter called to his attention he will take appropriate action.
