Vice Consul Silliman to the Secretary of State.
Having received various inquiries from American citizens regarding payment of mining taxes in Mexico I obtained the following instructions from Sr. Ignacio Bonillas, Acting Secretary:
For payment of mining tax address Director General del Timbre, Mexico City, giving name of mine, number of pertenencias, location of mine in municipality, district, partido or canton, and state, name of party to whom title was issued, name of present owner, time for which the tax is due with the understanding that no payment made to officer of the Huerta Government since March 1st, 1913, is valid; if the last boleta is sent it will facilitate matters; if not give number of the title as well as the number of registry of the same. The tax is six pesos per pertenencia or fraction thereof per year payable every third of a year.
