Your July 8. Consul General Monterey has been instructed to take the matter up with General Carranza at once and urgently insist that immediate orders be sent to Tampico and Tuxpam authorities.
[Page 747]Is there not some responsible firm in Tampico carrying New York account through which exchange arrangements could be perfected to meet local requirements? In the absence of responsible commercial firm, could not some of the larger oil interests be induced to establish such an arrangement. In that event could not exchange rates be obtained from Mexico City or New York as necessity required?
