Dear Mr. Secretary: I hasten to thank you for your note of yesterday received last night in which you are good enough to communicate to me copy of the telegram of the 30th from General Carranza in relation to the resumption of work in the Tampico oil district. I have this moment received a further telegram from Sir. L. Carden in which he says that General Huerta has promised to issue at once an order to the federal officials permitting the return of employees of all nationalities and the resumption of work. He told Sir L. Carclen that while issuing this order he could not guarantee the safety of anyone returning to work against attacks from any other party but he would do his best to protect life and property in [Page 697] the districts controlled by his men. He promised also to do his best to prevent fighting in the oil district so that it might not become a field for belligerent operations. Sir L. Carden will report as soon as the order is actually issued which he expected to be last night (May 2).95 I hear however from the postal authorities that the line to Tampico from Mexico City is interrupted so that it may be as well to cause the Admiral to inform the Consuls by wireless.
