Department desires as accurate information as you can furnish regarding the situation in general in your district since you reopened Consulate. It especially wishes to know what is the sentiment of natives towards Americans; whether Americans in your district are safe; whether American and foreign oil-operators are returning to the oil-wells region and, if they are, what promises of protection have been made to them by those in command of each faction; also as to the numbers and whenever possible the names of foreigners returning to each district, with location of their properties and names of owners.
Department understands that many properties are operated under leases, on royalty basis, and wishes to know if any action prejudicial to American interests has been taken or is being contemplated, on account of lessees failure to comply with terms of leases, due solely to causes growing out of present political conditions in Mexico.
Have any confiscations been attempted on account of inability to obtain legal tender funds to pay laborers? Explain how Americans who desire to do so, can best get Mexican money into Tampico.
