The Secretary of State to the British Ambassador.
The Secretary of State presents his compliments to the Ambassador of Great Britain, and has the honor to enclose herewith, for his information, a copy of a telegram dated May 1 from the special representative of the Department of State at El Paso, quoting a [Page 696] telegram dated April 30th, from General Carranza, in relation to the resumption of work in the Tampico oil district and the suggested neutralization of certain zones for the purpose of carrying on operations in this district.
A copy of this telegram has also been transmitted to the Secretary of the Navy, with the request that the substance thereof be immediately telegraphed to Admiral Fletcher, for his information.
