Sir: I have the honor to enclose herewith a copy of a telegram dated May 1, from the special representative of the Department of State at El Paso, Texas, quoting a telegram received by him, under date of the 30th ultimo, from General Carranza, in relation to the resumption of work in the Tampico oil district.

I beg to request that the text of this telegram from General Carranza be immediately telegraphed to Admiral Fletcher, for his information.
