The J. G. White Engineering Corporation of New York, the contractor designated by the American National Red Cross, will share equally with Red Cross in making advance of $100,000 on following conditions:

1.
Chinese Government will repay contractor’s part of advance on or before February 1, 1915.
2.
Chinese Government approves contractor mentioned and will let contract to it on 10% basis; Chinese Government, however, to have right to subscribe for 30% of $100,000 capital stock of construction company which contractor will organize, thus virtually reducing contractor’s compensation to 7%.
3.
Chinese Government and contractor both to be released from second condition if contractor, with good offices of Red Cross, can not float $20,000,000 loan on or before January 30, 1915, or if detailed construction contract has not been signed.

Endeavor on behalf of Red Cross to obtain acceptance of these conditions by note to yourself or by letter of Shah to Red Cross. Immediate action of utmost importance.
