The Cabinet has decided, subject to the approval of Chang Chien,⁴¹ that the Government will guarantee payment of the cost of supplementary survey up to $100,000 gold if the necessary funds are advanced by the Red Cross and the White Company. As soon as Chang Chien has been heard from, instructions will be issued to Shah.
