The Chinese Minister for Foreign Affairs has telegraphed Legation here that there is misunderstanding as to preliminary survey of the Hwai River, saying Wai Chiao Pu never agreed to assume whole expense and that you informed him that Red Cross expected to be reimbursed amount of its contribution. Inform Wai Chiao Pu that the Red Cross is willing to contribute up to $50,000 gold without repayment if no loan made and, with or without J. G. White Company, will advance the balance up to $100,000 with understanding that such balance is to be refunded.

Three eminent engineers, Sibert chairman, will leave for China about June first.
