The Secretary of State to Consul Canada.

[Telegram.]

On April 22 Department endeavored to despatch three telegrams to Consul at Frontera but informed by telegraph office that telegrams had been stopped by Mexican Government censor at Coatza-coalcos. Endeavor to communicate in some way with Frontera and instruct Consul there to provide all Americans with passage who may require assistance, using his judgment as to routing them via New Orleans or Galveston.

Also endeavor to communicate with Ciudad del Carmen, Campeche, and inform Woodruff and family that relatives urge them to leave Mexico at once. Also inform W. M. Ferris at Carmen, who is manager of Hearst properties in Campeche, that it is the desire of Edward H. Clark that Ferris and other American employees leave Mexico as soon as possible.

If practicable it may be advisable to send light draft boat to places mentioned.
