File No. 312.11/3745.
Consular Agent Ulmer to the Secretary of State.
[Telegram.]
Ciudad, Juarez,
April 23, 1914.
I beg that you advise me immediately what I shall do in behalf of Americans at Torreon, Velardena, and Durango, eighty-five in number. These citizens depend on me solely and entirely for instructions as to their safety. My telegrams to them on the situation are either refused or delayed. Must I send special messenger? Wire me immediately, care Hotel Sheldon.
I. M. Ulmer
