Federal authorities refuse to allow me to send messages in code to Secretary of State, acting under orders of military headquarters, Torreon. Have also not received any messages from Washington for several days. Hundred twenty Americans in this Consular District as follows: sixty, Torreon; thirty Durango; and thirty scattering. About one half will leave immediately. Please advise if this message received.

Act of Congress for Relief of Americans in Mexico.

Chap. 68.—An Act Providing an appropriation for the relief and transportation of American citizens in Mexico.

Be in enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That for the relief of American citizens in Mexico, including transportation to their homes in the United States, there is appropriated, out of any money in the Treasury not otherwise appropriated, the sum of $500,000, to be expended at the discretion of the President.
