Washington , April 23, 1914 .

Consul Garrett telegraphs there are about one hundred Americans yet in Tampico District at Columbus, Chamal and Osorio, also a number at Monterey and Saltillo, cut off from communication. Would it be possible for you to reach them through Constitutionalist territory? If possible to do so, you are authorized to employ messengers if necessary. Department desires these Americans to leave Mexico as soon as possible.
