52. In regard to Vice Consul Silliman I do not consider it advisable for him to return to Saltillo for the present as I promised to Department here that he would stay away from Mexico as long as the present situation would last. The copies desired by Department are being made and will be forwarded by mail in a day or two. Silliman was charged with espionage although no concrete facts were mentioned as I understand. The case seems to have been dismissed.
