Sir: I quote from an unnumbered despatch of June 8 from Mr. John R. Silliman, American Vice and Deputy Consul at Saltillo, Mexico,86 regarding his imprisonment by order of General Joaquin Maas, the following passage in reference to the assistance rendered him by Senhor Dom J. M. Cardoso de Oliveira, the Brazilian Minister at Mexico City:

I wish to express to the Department my great appreciation of the Brazilian Minister’s continuous, intelligent and finally successful efforts in my interest. I am sure he could not have been more concerned if the case had been that of one of his own countrymen, nor can I think that any American representative could have rendered more zealous or more efficient service. It is my impression that the Department has been peculiarly fortunate in the selection of Senhor Cardoso de Oliveira to attend to American interests.

You are instructed to request the Government of Brazil to convey to Senhor Cardoso de Oliveira an expression of this Government’s appreciation of and thanks for his able and valuable efforts in Mr. Silliman’s behalf.
