113. Department would appreciate brief telegraphic statement of charges which were lodged by Huerta Government against Vice Consul Silliman, including information as to whether these charges have now been dismissed. Would Silliman’s return to Saltillo at this time be likely to embarrass you in any way?

As a matter of record, the Department would be glad to have copies by mail of the notes exchanged by you with the Mexican Foreign Office in regard to Silliman, if not objectionable to you.
