265. Your September 29. The strain upon you has been so great that we appreciate your need of a vacation and rest, and shall approve of your course in leaving whenever you feel that you should go. We are glad, however, that you think it wise and possible to remain until the present situation clears up. We shall be pleased to follow your wishes in regard to a representative during your absence. Matters might be left with your Chargé, who, as the head of your Legation, could represent us, acting in conjunction with Silliman or some other American as an adviser.
