In view of the political disturbances which have occurred in Mexico during the past two years, Department has decided to inform you that, while there may be no cause for alarm at the present moment, yet, if conditions at any time should become such that in your judgment your safety is endangered, you are at liberty to transfer the office to the consulate of a friendly power and proceed to the United States or such place of safety as your judgment may dictate.
