The Chargé in Panama ( Donnelly ) to the Secretary of State

939. Embtel No. 935, October 23, noon.55 President Jimenez55a told me this morning that the situation throughout the country has improved considerably as a result of his strong public statement on October 23. He is still confident that serious disturbances can be avoided.

It is the Embassy’s impression that while the crisis has passed Arnulfo Arias and his followers are still capable of making trouble.
