Reference Department’s 569, November 5, 9 p.m. In joint interview this a.m. with Prime Minister and Minister of Foreign Affairs, both of whom are personally acquainted with General Hurley, they assured me that Iranian Government will heartily welcome appointment of General Hurley to Iran as Special Representative of the President with rank of Ambassador. Minister of Foreign Affairs proposes to confirm his Government’s favorable attitude through his Minister at Washington.
