105. Have communicated substance of Department’s October 29, 7 p.m., containing statement given to press, to Secretary of State for Foreign Affairs who has received telegram from Alencar34 in the same sense. Minister has declined for the present to receive officially Torre Díaz who arrived on October 26th as Mexican Minister to Brazil, alleging as a reason that his agrément has not been granted. May however meet him unofficially next week.
