Excellency: I have the honor to advise your Excellency that I have been named by Don Adolfo de la Huerta, president of the Provisional [Page 165] Government of Mexico, as confidential agent of that government, at Washington, charged with its representation near the government of the United States, to succeed General Salvador Alvarado, who has been appointed Secretary of the Department of Finance.
