121. For the President. John Garrett4 who is here would appreciate immediately your opinion regarding the question of the Kaiser’s remaining in Holland. He believes that the last Dutch Government fell because they permitted him to cross the border. He says he will be asked immediately upon his return on Saturday concerning the views of our Government. Personally he feels that such close proximity to Prussia will inevitably lead to dangerous intrigues. I share this opinion.
