Replying to Señor Acuña’s communication of August 21, forwarded in your August 24, addressed to me and the six diplomatic representatives who signed the communication to Mexican leaders on August 11, you will inform him that I am formally authorized by the Ambassadors of Brazil, Argentina and Chile, and the Ministers of Bolivia, Uruguay and Guatemala, acting severally and independently, to communicate to him the following:

“My signature to the communication of August 11 was in my official capacity.”

On my own behalf I send an identical communication.
