Commission has full powers: first, to arrange the details of operations of the treaty; second, to settle, with the good offices of the Government of the United States, all differences between the Haitian Government and third parties; third, to negotiate, with the good offices of the Government of the United States, all loans necessary to attain the aims of the treaty; fourth, to decide upon some plan to establish the Haitian finances on a firm basis.
