The recommendations made by Admiral Caperton in his message sent 6.30 p.m., 29th November, are thoroughly approved. It is believed important the officers recommended, who are so familiar with the conditions and work here, should be appointed pro tern. The Haitian Government would be satisfied with the appointments.
