Modus vivendi, embodying exact terms of treaty, signed 6 p.m. today by plenipotentiaries United States of America and Haiti. I recommend the following officers for nomination by the President of the United States in accordance with the terms of the modus vivendi to act in a pro tern capacity pending arrival regular appointments: Financial adviser, Captain Beach; general receiver, Paymaster Conard; senior American officer of constabulary, Col. Waller; engineer for public improvements, Lieutenant Oberlin; engineer for sanitation, P. A. Surgeon Garrison. These nominations will be acceptable to Haitian Government.
