Say to the Government that this Government can not consent to the removal of funds belonging to the Bank without which it is impossible for Bank to live up to its contractual obligations. Advise the Government that any attempt to remove the Bank’s funds will compel you to consider means of preventing such violation of the rights of foreign stockholders.
