Quito, April 24, 1915.

I was informed yesterday by telegraph from American Consul General, Guayaquil, that an American citizen and two British subjects are under arrest at Manta charged with complicity in robbery of railway April 12. British Chargé d’Affaires and I have each requested prompt information giving names of parties concerned and full statement of charges and proof against them. The Foreign Office promised to telegraph immediately and furnish the information as soon as received. British Chargé d’Affaires is informed by British Consul, Guayaquil, that the Governor refuses bail to the men arrested or permission to telegraph.
