Pending the authorization by Dominican Congress of this year credit orders general director of public works requests he may be authorized to borrow fifty thousand from credit order 1325 to continue work now in progress. No new work to be started until proper orders are approved and money borrowed to be returned when funds are available. This authorization will not delay installation of the lighthouses and will avoid shutting down public works. Collett advises me this matter was explained to the Department when in Washington. I recommend this course.
