The Dominican Minister to the Secretary of State.

Mr. Secretary: I have the honor to send you herewith a copy of the Gaceta Official No. 2569, of January 2, 1915, which contains the decree6 dated December 26, 1914, by which President Jiménes forbade the use of the stamps and stamped paper that formed part of the internal revenue of the Dominican Republic.
I respectfully call your attention to the fact that that first step toward the rehabilitation of the internal revenues is taken in accordance with the State Department’s suggestions in the memorandum of January 8 [9], 1915, and the telegram sent to Mr. Sullivan on the 12th of the same month.
