President Jiménes has issued proclamation to governors for people that any revolutionary movement based on alleged desire for reforms is mere pretext as the Government favors just reforms and will be guided by congressional action. He calls upon Congress to enact economical budget as first reform. Trouble in Macoris reported subsiding.
