Your 807, October 29. Department reiterates its views expressed in its No. 90, May 4, 1914,67 predicating its consent to stamp tax upon assent by other foreign Governments, which apparently has been refused.

Inform interested Americans, however, they may think it best to view matter in practical light of probable decision Chinese courts respecting unstamped documents.
