Sir: Brigadier General C. R. Edwards, Military Commander of the Canal Zone, recently sent to the Legation a copy of the statements of claims for damages against the Republic of Panama for injuries suffered by American soldiers in the Colon riot of April 2nd, with the exception of the case of Corporal Maurice Langdon, who was killed, and I have the honor to transmit a copy of same.10

These statements were first sent by General Edwards to the Department of War, which I judge will duly present the matter to the Department of State.

As the record now stands claims are made as follows:
