The Secretary of State to the French Ambassador.

My Dear Mr. Ambassador: Referring to the Department’s note No. 1449, of February 4, 1915, relative to a report that the Carrancista forces at Vera Cruz have seized 500 rifles and a certain quantity of cartridges which were stored in the custom house at Vera Cruz, belonging to the French Government, I beg to inform you that the Department is in receipt of a telegram from the American Consul at Vera Cruz, dated February 8, stating that these munitions of war [Page 1060] have been confiscated, notwithstanding a promise made to the French Consul that the return of the shipment to France would be permitted.
