Sir: The Department has received a communication dated May 8, 1915, from the Sierra Consolidated Mines Company of Duluth, Minnesota, which reads in part as follows:

You are instructed to bring to the attention of the appropriate authorities the grounds for the protest made by the company and to [Page 916] say to such authorities that the United States Government does not recognize the decree referred to as having any force in territory outside of the control of Carranza authorities or any application to American-owned mining property located in such territory.
