M–3109. Annapolis from Topolobampo reports:

Absolutely nothing has been done by Mexico for relief of Americans here. A band of about 30 Villa forces was in outskirts of Los Mochis today driving off stock belonging to Americans. Colonel Escobar, before retiring to San Bias, last night without permission entered warehouse of United Sugar Companies and removed therefrom a large quantity of corn and beans. It is hard to say which are the worst, the Indians or Carranza forces.
