Collector Cobb to the Secretary of State .

El Paso , July 9, 1915 .

Upon advice of counsel and with his full agreement, Huerta has just waived preliminary hearing and is to go to Fort Bliss, where he is to be held by the Marshal without bond until December court at San Antonio. District Attorney Camp and Assistant Crawford are entitled to high credit for the discreet, tactful and efficient [Page 835] management of the ease. This solves the problem unless Huerta should attempt to direct activity from Fort bliss, which Marshal is instructed to prevent.
