241. Had very cordial conference this morning with General Gutiérrez to whom I delivered a translation of yours December 16, 1914, 4 p.m., No. 360. I added adequate remarks impressing upon him the convenience of carrying out your suggestion. He stated that he was in complete accord with them and authorized me to assure you that he and his Cabinet have now for days been treating the question of general amnesty with great hopes of arriving at a satisfactory solution. He also told me that the Government is greatly interested in relieving the financial situation and will try to meet the payments of Dublic debts as far as possible even at the sacrifice of [Page 634] the pay of its own army. He promised to reply in writing to the other points contained in your message.
