227. Zapata arrived November 27: he refused to come to the National Palace to receive a manifestation of the people and stayed at a very modest hotel in the suburbs. General Angeles arrived yesterday with the advance guard but is waiting for Villa to properly enter the capital. A general order from Villa is published according full guaranties to all, any wrong to be punished by death. General situation surprisingly good.
