191. My October 14, 10 p.m., No. 187. Notwithstanding that the Convention had authorized Carranza to grant the guaranties desired by the Department, I have just received a note from the Acting Secretary for Foreign Affairs in which, after having enumerated the Department’s requests,67 he says:
