I have been asked if Silliman’s telegram to Fabela of October 7, 5 p.m., is to be considered as a transmission of the Department’s desires or as a stipulation for the evacuation of Vera Cruz. I respectfully recommend that the Department communicate its desires to the Acting Minister for Foreign Affairs through letter to the Brazilian Minister.
