Carranza has not heard further from Convention regarding Vera Cruz. Regardless of Convention, his reply to American Government through Brazilian Minister, who on October 8 communicated my telegram of 7th, 5 p.m., to Fabela, will be to the effect that he considers it inexpedient for him to issue such a statement as the Department desires. At the same time he says that no one will be molested on account of service rendered Americans and no back duties or taxes will be collected.
