Department’s No. 281, October 7, 5 p.m. Foreign Office has just advised me that my note, in which I transcribed Department’s said telegram, has, by order of General Carranza, “been transcribed to the Convention of Generals and Governors at Aguascalientes so that said Convention may decide on the same, after which Carranza will give an answer.”
